It is part of the Sunnah that a Muslim says upon the blowing of wind: "Allahumma inni as'aluka khayraha, wa khayra ma fiha, wa khayra ma ursilat bihi. Wa a`udhu bika min sharriha, wa sharri ma fiha, wa sharri ma ursilat bihi. (O Allah, I beg of You its good and the good of that which it contains and the good of the purpose for which it has been sent; and I seek Your Refuge against its evil and the evil of that which it contains and the evil of the purpose for which it has been sent)." [Sahih Muslim No 899]. It is not permissible for a Muslim to curse the wind because it is subjugated to and commanded by Allah. Al Bukhari reported in Al Adab Al Mufrad and Abu Dawud in his Sunan on the authority of Abu Hurayrah (may Allah be pleased with him) that he said: I heard the Messenger of Allah (peace be upon him) saying: "The wind is the Blessing of Allah. Sometimes it brings His Mercy and sometimes it brings His Chastisement. When you experience it, do not revile it but beg of Allah its good; and seek Allah's Refuge against its evil." [Al Adab Al Mufrad No. (906) and Sunan Abu Dawud No. (5097), and Al Albany (may Allah bestow mercy on his soul) graded it as authentic in Sahih Al Adab Al Mufrad No. (696)].
As for the Prophet's saying: "From the blessing of Allah," it means: From the things which Allah created.
It was part of the Sunnah that when the Prophet (peace be upon him) saw the blow of the wind, he said: "O Allah, make it fertilizing not barren" because of the Hadith that Al Bukhari reported in Al Adab Al Mufrad on the authority of Salamah ibn Al Akwa` (may Allah be pleased with him) who said that when the wind was blowing powerfully, the Prophet (peace be upon him) used to say: "O Allah, make it fertilizing not barren." [Al Adab Al Mufrad No. 718, and Al Albany (may Allah bestow mercy on his soul) graded it as authentic in Sahih Al Adab Al Mufrad No. 553]. The meaning of fertilizing is: To fertilize clouds with water as Allah says: "And We send the winds fertilizing (to fill heavily the clouds with water), then cause the water (rain) to descend from the sky, and We gave it to you to drink, and it is not you who are the owners of its stores [i.e. to give water to whom you like or to withhold it from whom you like]." [Surat Al Hijr: 22].
The meaning is: We have subjugated wind [the wind of mercy] to fertilize clouds as a male fertilizes a female causing rain by the will of Allah which is given to people, animals, and plants, and the rest will be stored in the ground until the time of need, so praise be to Allah for the great blessing. A Muslim should glorify Allah upon hearing thunder, for it was reported in Al Adab Al Mufrad of Imam Al Bukhari that `Abdullah ibn Az-Zubayr (may Allah be pleased with him) used to stop speaking when he heard thunder and say: "Glory be to Allah whom the thunder glorifies with His praise and the angels from the fear of Him." (Subhana-aladhee yusabihu ar-radu bi hamdihi wa mala'ikatu min khiyfatihi.) Then he would say, "This is a severe warning to the people of the earth." [Al Adab Al Mufrad No. (723) and Muwatta' No. (1822), and Al Albany (may Allah bestow mercy on his soul) graded it as authentic. in Sahih Al Adab Al Mufrad No. (556)].
It was reported that when `Abdullah ibn `Abbas (may Allah be pleased with them) heard the sound of thunder, he used to say: "Glory be to the One whom it glorifies." [Al Adab Al Mufrad No. (722) and Al Albany (may Allah bestow mercy on his soul) graded it as good in Sahih Al Adab Al Mufrad No. (555)].
Praising Allah in this situation is a kind of glorification to Him who caused thunder to be a part of His Power. It is also harmonization with thunder in its glorification to Allah because everything glorifies Allah but people do not understand their glorification.
